The USDA (United States Department of Agriculture) has established a Commodity Container Assistance Program (CCAP) which is a partnership with the Ports of Oakland and the Northwest Seaport Alliance (NWSA) to address logistical challenges with the flow and availability of containers utilized for agricultural commodities. This program will be administered by the Farm Service Agency (FSA) and will help cover additional logistical costs to help ensure agricultural exports are moving more efficiently.
Through these partnerships, the FSA will make monthly, direct payments to agricultural companies for containers that meet the program’s criteria. Eligible applicants include owners of US Agricultural commodities or a business entity, including a cooperative handler, company, or exporter that is liable for and has ownership of the agricultural commodities in transit.
- $200 per container for loaded dry containers
- $400 per container for loaded refrigerated containers
- Port of Oakland – $125 per container to assist with the additional logistical expenses associated with the pick-up of the empty containers to be loaded with agricultural commodities.
- Containers will be subject to terminal handling costs
Eligible applicants can apply for payments through CCAP for containers picked up or delivered loaded starting retroactively back to March 1, 2022, through December 31, 2022.
